Has anyone ever come across a book that requires you to send off for accompanying footnotes?

I'm doing a bit of research and I've come across a book with no footnotes. It says that I can send off a self-addressed envelope and they will post me the footnotes. Is this normal? are there many books like this? this book was published in 1990 so surely the publisher would not still be sending out footnotes?
